BCSE 2017 PRELIMINARY EXAMINATION DETAILS

The Royal Civil Service Commission would like to announce the following details regarding the Preliminary Examination of the Bhutan Civil Service Examination 2017:

  4. Materials required for the Preliminary Examination:
      Candidates are required to bring the following:
    • E-Admit card;
    • Put up File (should not have any writings/inscriptions on it);
    • Pencil (recommend 'Apsara Platinum Extra Dark Pencil');
    • Sharpener & Eraser;
    • Calculator (fx 100 and below).
  5. Candidates without photo on the e-Admit card are required to produce original Citizenship Identity Card during the examination.
  6. The candidates are urged to refer video tutorial on the procedures to use OMR Answer Sheet for the PE, available on our website http://bcse.rcsc.gov.bt/omr_video.asp. Invalidation of Answer Sheet due to incomplete/incorrect filling of the Answer Sheet will be the sole responsibility of the candidate.
  7. No personal belongings, including mobile phones would be allowed into the examination hall/room. Therefore, candidates are requested not to bring such belongings. RCSC shall not be responsible in the event of loss of such belongings.

    1. BHUTAN CIVIL SERVICE EXAMINATION 2017

      The Royal Civil Service Commission is pleased to announce the Bhutan Civil Service Examination (BCSE) 2017 for recruitment of University Graduates in Professional & Management position category in the Civil Service:

      STAGE I: PRELIMINARY EXAMINATION

      1. The objective of Preliminary Examination (PE) shall be to shortlist candidates for the Main Examination and ensure minimum standard required of a candidate.
      2. A candidate shall be permitted to appear PE up to a maximum of three attempts only.
      3. Preliminary Examination Papers shall be common to all categories of graduates.
      4. Preliminary Examination shall be objective type questions to test English and Dzongkha communication skills, logic and analytical, problem solving and data interpretation abilities of the candidates.
      5. Candidates shall be required to answer in the Optical Mark Reader (OMR) answer sheet provided by the RCSC.
      6. Only those candidates who achieve the minimum cut off marks are eligible to sit for the Main Examination.
      7. Marks obtained in the Preliminary Examination shall not be carried forward to the Main Examination and shall be valid only for that particular year.

      STAGE II: MAIN EXAMINATION

      1. The objective of the Main Examination is to test candidate's core competencies and subject/general knowledge for final selection.
      2. A candidate shall be permitted to appear ME up to a maximum of two attempts only.
      3. Candidates appearing the Main Examination shall be grouped under the following categories of BCSE:
        • Post Graduate Diploma in Public Administration (PGDPA);
        • Post Graduate Diploma in Financial Management (PGDFM);
        • Post Graduate Diploma in Education (PGDE);
        • Technical Graduates: Positions requiring technical subject knowledge and Law graduates for PGDNL; and
        • Dzongkha Graduates: Teaching positions (PGDE) in Schools and other positions in Agencies requiring Dzongkha knowledge.
      4. Main Examination shall consist of the following three parts with the corresponding weightage:
        • Part I: Academic Achievement (AA) - 10%
        • Part II: Written Examination (WE) - 70%
        • Part III: Viva Voce (VV) - 20%

      ACADEMIC REQUIREMENT

      Have a minimum of Bachelor's Degree of at least three years duration from an Institute recognized by the relevant authorities of the Royal Government in the relevant field with the exception for the following:

      1. Candidates from Shedras, who are awarded equivalent Bachelors/Masters Degree in two years;
      2. With a minimum of two-year Bachelors Degree acquired by in-service candidates with minimum of Class X and Certificate/Diploma of two years or more, if duly validated by the Royal University of Bhutan/Bhutan Accreditation Council/Bhutan Medical and Health Council and other similar authorities empowered by an Act of the Parliament, for in-service Civil Service candidates; and
      3. With Masters Degree but without Bachelors Degree approved by the RCSC for in-service Civil Service candidates prior to 2nd September, 2007.

       

      Meet the following subject requirements:

      1. PGDPA: Minimum of a Bachelor's Degree in any field.
      2. PGDFM: Minimum of a Bachelor's Degree in Commerce/Economics(Honours)/Economics (Majors)/Business Administration/Business Management.
      3. PGDE: Minimum of a Bachelor's Degree/Masters Degree with at least one relevant subject prescribed for the Bhutanese School Syllabus or Higher Educational Institute Programme and has obtained the minimum qualifying marks in the subject at the Bachelor's Degree examination, if prescribed.
      4. Technical: Relevant field of specialization.
      5. PGDNL: Minimum of a Bachelor's Degree in Law.
      6. Dzongkha: Minimum of a Bachelor's Degree in Dzongkha/Buddhist Studies

       

      REGISTRATION PROCESS

      1. A graduate wishing to appear for the BCSE shall register online at bcse.rcsc.gov.bt
      2. Registered candidates shall be provided with information on the venue, date and time of the Preliminary Examination.
      3. Candidates who qualify in the Preliminary Examination shall be required to report in person for verification and confirmation for the Main Examination with the following documents in original as well as a complete set of photocopies:
        • Bhutanese Citizenship Identity Card;
        • Must have applied for Security Clearance Certificate online, which the official Focal Person of the RCSC shall verify;
        • Class X transcripts;
        • Class XII transcripts;
        • Degree certificate and academic transcripts by semester-wise/year-wise or consolidated statement of marks;

          A Bachelors Degree obtained through Distance Education/Mixed Mode/Correspondence is not eligible for the BCSE

        • Medical fitness certificate issued by a competent RGoB medical doctor;
        • A graduate in medical and health profession shall produce a certificate of registration from the Bhutan Medical and Health Council;
        • Original "No Objection Certificate for appearing BCSE and appointment in the Civil Service" from the employer, if employed;
        • Two recent passport photographs;
        • Three legal stamps;
        • Letter of Undertaking (available during the time of verification); and
        • Bhutanese Citizenship Identity card of the witness.

       

      Note:

      1. Certificate of Merit (if any) should be produced in original during the time of Viva Voce only.
      2. Registration of applicants for the Main Examination with incomplete documents will not be accepted.

      For MBBS graduates where the requirement in the Civil Service far exceeds supply, the PE may be exempted. However, this can be ascertained only after the e-Registration is complete. Information regarding exemption from the PE would be made available on the RCSC website one week after the e-Registration deadline.

      Further, the RCSC wishes to facilitate conducting P.E. at various regional centres besides Thimphu for convenience of the candidates. The candidates will be given option to appear P.E. in Gelephu and Mongar. However, this option is subject to having minimum number of graduates opting to appear P.E. at the designated venues. As such, the RCSC shall make an announcement on our website on 14th July, 2017 for the candidates who opt Gelephu and Mongar regarding the confirmation to conduct the PE at their optional venue submitted during e-Registration.

      In-service candidates who have attained 35 years of age and above are requested to fill up this form (Click here to download the Form) and send to bcse@rcsc.gov.bt along with a copy of your Citizenship Identity Card and complete your e-registration upon receipt of intimation from the RCSC.

      The Royal Civil Service Commission is pleased to announce the Appeal Result of the BCSE-B.Ed. Graduates Examination 2016.

      Result of the BCSE-B.Ed. Graduates Examination 2016

      The Royal Civil Service Commission is pleased to declare the result of the BCSE-B.Ed. Graduates Examination 2016.

      A total of 574 graduates appeared the BCSE-B.Ed. Graduates Examination 2016. Sangay Wangdi, B.Ed. Secondary (Math & IT) graduate has secured the highest score with 74.74% in General Category while Tshering Dekar, B.Ed. Dzongkha graduate obtained highest score with 67.32% in Dzongkha Category. Both the graduates have completed their studies from Paro College of Education.

      The RCSC will be taking in 279 graduates into the civil service on regular basis.

      Selection criteria for the B.Ed. Graduates

      The placement and selection of the B.Ed. Graduates Examination 2016 shall be carried out on March 9, 2017. For B.Ed. General The candidates are requested to observe following methods in order to assess your prospect of being selected for the vacancies announced:
      1. Note your rank in the overall result;
      2. Refer vacancies announced and subject requirement against each vacancies. For example, B.Ed. (Primary) and B.Ed. (Secondary) with English/History/Geography electives are eligible for general subject vacancies which is 175.
      3. Exclude other candidates who have B.Ed. (Secondary) with Biology/Chemistry/Physics/Math electives who are above you in the overall ranking.
      4. Note your rank again after excluding Sl. 3 candidates above you in the overall ranking whether you are within the vacancies available.
      5. Similar procedures may be followed for other subjects.
        For B.Ed. Dzongkha
        1. There are 50 vacancies; and
        2. Candidates will be given preference to opt as per the merit ranking of the result.


        Result of the BCSE-B.Ed. Graduates Examination 2016

        Only the candidates who have obtained 50% and above in the result and have the prospect of being selected for the vacancies announced earlier for various subjects are required to report in person for Selection and Placement as detailed below:

        The Royal Civil Service Commission is pleased to announce the BCSE – B.Ed Graduates Examination 2016 as follows:

        1) Weighting of the three parts of examination:
        • Part I: Academic Achievement – 30%
        • Part II: Written Examination – 50%
        • Part III: Viva Voce – 20%
        2) Written Examination:
        • Paper I: English Language
          • Graduate level for Arts/Science electives
          • Class XII level for Dzongkha elective
        • Paper II: Dzongkha Language
          • Graduate level for Dzongkha elective
          • Class XII level for Arts/Science electives

          Teacher Aptitude Test shall be objective type questions to test logical reasoning, basic data interpretation, problem solving skills, and general awareness. Candidates shall be required to answer in the Optical Mark Reader (OMR) answer sheet provided by the RCSC.

        3) REGISTRATION PROCESS
        1. Eligible candidates shall register online at bcse.rcsc.gov.bt. Upon completion of e-Registration, please print e-Admit Card for your examination.
        2. Candidates are required to report in person for verification of documents and confirmation of registration for the Examination with the following documents in original as well as a complete set of photocopies:

        Further, the vacancies under PGDE (school teaching) if not filled from the PGDE category shall be offered to the PGDPA and PGDFM categories provided they meet the criteria, in order of merit. Therefore, graduates who have appeared the BCSE under PGDPA and PGDFM categories who have the prospect of being selected for PGDE are required to bring the original academic transcripts for validation.

        Appeal:

        Candidates are given opportunity to appeal to the RCSC for review of the M.E. Result from December 14 – 20, 2016 on payment of Nu. 300/- per paper.The appeal outcome shall be declared on December 24, 2016 on RCSC website.

        NOTES:
        1. Candidates who did not submit the required documents within the given deadline have been disqualified.
        2. Candidates who do not have the prospect of being selected are not required to report.

        BCSE 2016 MAIN EXAMINATION DOCUMENTS VERIFICATION SCHEDULE

        The Royal Civil Service Commission would like to announce the schedule for verification of documents and confirmation of candidature for the BCSE 2016 Main Examination. Candidates are requested to strictly adhere to their respective schedule to enable the officials to execute the exercise smoothly.

        Venue : Kuzoo FM Compound (Opposite to BCCI Office) Date : August 29 - September 16, 2016 Time : During office hours (9 a.m. to 5 p.m.) including Saturday (9 a.m. to 1 p.m.)

        Candidates who have qualified in the Preliminary Examination are required to report in person with the following documents in original as well as a complete set of photocopies:

        1. Must have applied for Security Clearance Certificate online, which the official Focal Person of the RCSC shall verify;
        2. Class X transcripts;
        3. Class XII transcripts;
        4. Degree certificate/provisional certificate/academic transcripts by semester-wise/year-wise or consolidated statement of marks;
        5. Medical fitness certificate issued by a competent RGoB medical doctor;
        6. A graduate in medical and health profession shall produce a certificate of registration from the Bhutan Medical and Health Council;
        7. Original "No Objection Certificate for appearing BCSE and appointment in the Civil Service" from the employer, if employed
        8. One recent passport sized photograph;
        9. Three legal stamps;
        10. Letter of Undertaking (Click Here); and
        11. Bhutanese Citizenship Identity card of the witness.

        • E-Admit card;

        • Calculator (fx 100 and below).

        5) The candidates are urged to refer video tutorial on the procedures to use OMR Answer Sheet for the PE, available on our website http://bcse.rcsc.gov.bt/omr_video.asp. Invalidation of Answer Sheet due to incomplete/incorrect filling of the Answer Sheet will be the sole responsibility of the candidate.

        6) No personal belongings, including mobile phones would be allowed into the examination hall/room. Therefore, candidates are requested not to bring such belongings. RCSC shall not be responsible in the event of loss of such belongings.

        Venue for BCSE 2016 Preliminary Examination (PE)

        The Royal Civil Service Commission would like to announce that the candidates were given an option to indicate their preferred venue for the Preliminary Examination during e-Registration.

        However, the Royal Civil Service Commission noted that only a small number of candidates opted to appear Preliminary Examination in Mongar and Gelephu. As such, the RCSC regrets to inform that Preliminary Examination cannot be conducted in Mongar and Gelephu.

        Therefore, all candidates are required to report to Thimphu for Preliminary Examination as per the schedule.

        Distribution of candidates for respective examination centres in Thimphu shall be announced soon.


        BHUTAN CIVIL SERVICE EXAMINATION 2016

        The Royal Civil Service Commission is pleased to announce the Bhutan Civil Service Examination (BCSE) 2016 for recruitment of University Graduates in Professional & Management position category in the Civil Service:

        STAGE I: PRELIMINARY EXAMINATION

        1. The objective of Preliminary Examination (PE) shall be to shortlist candidates for the Main Examination and ensure minimum standard required of a candidate.
        2. A candidate shall be permitted to appear PE up to a maximum of three attempts only.
        3. Preliminary Examination Papers shall be common to all categories of graduates.
        4. Preliminary Examination shall be objective type questions to test English and Dzongkha communication skills, logic and analytical, problem solving and data interpretation abilities of the candidates.
        5. Candidates shall be required to answer in the Optical Mark Reader (OMR) answer sheet provided by the RCSC.
        6. Only those candidates who achieve the minimum cut off marks are eligible to sit for the Main Examination.
        7. Marks obtained in the Preliminary Examination shall not be carried forward to the Main Examination and shall be valid only for that particular year.

          STAGE II: MAIN EXAMINATION

        1. The objective of the Main Examination is to test candidate's core competencies and subject/general knowledge for final selection.
        2. A candidate shall be permitted to appear ME up to a maximum of two attempts only.
        3. Candidates appearing the Main Examination shall be grouped under the following categories of BCSE:
          • Post Graduate Diploma in Public Administration (PGDPA);
          • Post Graduate Diploma in Financial Management (PGDFM);
          • Post Graduate Diploma in Education (PGDE);
          • Technical Graduates: Positions requiring technical subject knowledge and Law graduates for PGDNL; and
          • Dzongkha Graduates: Teaching positions (PGDE) in Schools and other positions in Agencies requiring Dzongkha knowledge.
        4. Main Examination shall consist of the following three parts with the corresponding weightage:
          • Part I: Academic Achievement (AA) - 10%
          • Part II: Written Examination (WE) - 70%
          • Part III: Viva Voce (VV) - 20%

        ACADEMIC REQUIREMENT

        Have a minimum of Bachelor's Degree of at least three years duration from an Institute recognized by the relevant authorities of the Royal Government in the relevant field with the exception for the following:

        • a) Candidates from Shedras, who are awarded equivalent Bachelors/Masters Degree in two years;
        • b) With a minimum of two-year Bachelors Degree acquired by in-service candidates with minimum of Class X and Certificate/Diploma of two years or more, if duly validated by the Royal University of Bhutan/Bhutan Accreditation Council/Bhutan Medical and Health Council and other similar authorities empowered by an Act of the Parliament, for in-service Civil Service candidates; and
        • c)With Masters Degree but without Bachelors Degree approved by the RCSC for in-service Civil Service candidates prior to 2nd September, 2007.

        Meet the following subject requirements:

        1. PGDPA: Minimum of a Bachelor's Degree in any field.
        2. PGDFM: Minimum of a Bachelor's Degree in Commerce/Economics (Honours)/Economics (Majors)/Business Administration/Business Management.
        3. PGDE: Minimum of a Bachelor's Degree/Masters Degree with at least one relevant subject prescribed for the Bhutanese School Syllabus or Higher Educational Institute Programme and has obtained the minimum qualifying marks in the subject at the Bachelor's Degree examination, if prescribed.
        4. Technical: Relevant field of specialization.
        5. PGDNL: Minimum of a Bachelor's Degree in Law.
        6. Dzongkha: Minimum of a Bachelor's Degree in Dzongkha/Buddhist Studies

        REGISTRATION PROCESS

        1. A graduate wishing to appear for the BCSE shall register online at bcse.rcsc.gov.bt
        2. Registered candidates shall be provided with information on the venue, date and time of the Preliminary Examination.
        3. Candidates who qualify in the Preliminary Examination shall be required to report in person for verification and confirmation for the Main Examination with the following documents in original as well as a complete set of photocopies:
          • Bhutanese Citizenship Identity Card;
          • Must have applied for Security Clearance Certificate online, which the official Focal Person of the RCSC shall verify;
          • Class X transcripts;
          • Class XII transcripts;
          • Degree certificate/provisional certificate and academic transcripts by semester-wise/year-wise or consolidated statement of marks;

        For MBBS graduates where the requirement in the Civil Service far exceeds supply, the PE may be exempted. However, this can be ascertained only after the e-Registration is complete. Information regarding exemption from the PE would be made available on the RCSC website one week after the e-Registration deadline.

        Further, the RCSC wishes to facilitate conducting P.E. at various regional centres besides Thimphu for convenience of the candidates. This year, the candidates will be given option to appear P.E. in Gelephu and Mongar. However, this option is subject to having minimum number of graduates opting to appear P.E. at the designated venues. As such, the RCSC shall make an announcement on our website on 22nd July, 2016 for the candidates who opt Gelephu and Mongar regarding the confirmation to conduct the PE at their optional venue submitted during e-Registration.

        In-service candidates who have attained 35 years of age and above are requested to fill up this form (Click here to download the Form)and send to bcse@rcsc.gov.bt along with a copy of your Citizenship Identity Card and complete your e-registration upon receipt of intimation from the RCSC.
